INDECOM arrests 4 JCF Constables

Terrence Williams, INDECOM CommissionerDecember 13, 2016 – The Independent Commission of Investigations (INDECOM), on warrants, arrested four members of the Traffic Division of the Jamaica Constabulary Force (JCF), this morning, December 13, 2016. This is in relation to the fatal shooting of Romeo Marks and discharge of firearms at an event in Crescent District on January 24 of this year.

Constables Dumar Ducally, Leeshawn Billings, Noel Ingram and Davion King were arrested and charged for unlawfully discharging their firearms in a public place and willfully making a false statement to mislead the Commission. They were taken before Parish Judge, T. Carr this morning in the St. Catherine Parish Court to answer to the charges.

The officers were each granted bail in the sum of $100,000.00 with one surety. A stop order was placed on them.

They are to return to court on March 6, 2017.

Background

It is alleged that Constables Ducally, Billings, Ingram and King were in attendance at a party in Crescent District, St. Catherine on January 24, 2016. During the event, a song selection triggered the support of patrons, some of whom fired their weapons in a gun salute. It was discovered that Romeo Marks was shot and subsequently died.

Commentary

Go do your job INDECOM, you have our support. Too many police officers are in disciplined.
We wish the accused a fair trial. Let the chips fall where they may.
We need INDECOM to be there as our watchdog.
