INDECOM probing possible JCF-related fatality in St. Thomas

January 13, 2016 – The Independent Commission of Investigations, (INDECOM) has launched an investigation into the circumstances surrounding the death of civilian in Bamboo Lane, Morant Bay, St Thomas. The incident occurred at approximately 2:00 a.m.

The deceased has been identified as Shamar Elliot, a 22 year old construction worker.

The report from the police to INDECOM is that the incident was reported as a murder, however when they responded, residents insisted that a police officer was involved in the shooting. INDECOM was subsequently advised.

A team from INDECOM comprised of investigators and forensic examiners responded at approximately 6:45 a.m. Since then, the team has processed the scene, the body of the deceased and continue to make enquiries regarding the named police officer. Investigators have interviewed several witnesses and will be revisiting the community with a view to collecting more information.
