UN draft to authorize EU migrant plan has ‘paused’ without Libya’s consent, diplomat says

A United Nations Security Council diplomat says a draft resolution meant to authorize a European Union plan to combat migrant smuggling in the Mediterranean has “paused” as efforts continue to secure Libya’s consent.
The north African country’s permission is crucial to the plan to intercept migrant smuggling boats on its coast and in its waters because most of the thousands of migrants currently set off from the western part of the chaotic nation. Libya has split into two rival governments.
The foreign minister of the internationally recognized government, Mohammed al-Dairi, was meeting in Brussels on Wednesday with EU foreign policy chief Federica Mogherini and other officials.
Mogherini refused to comment on the “pause” at the U.N.
