MURDER CASE COMMITTED TO THE ST ELIZABETH CIRCUIT COURT
January 11, 2016 – The Independent Commission of Investigations (INDECOM) wishes to advise that the preliminary enquiry in case against Cpl. Selvin Williams for the murder of Valbert Salmon was completed on January 8, 2016. Senior Resident Magistrate Her Honour Mrs. Sonia Wint-Blair concluded that a prima facie case was established and as a result committed the matter to trial at the next sitting of the St. Elizabeth Circuit Court which begins on February 15, 2016. The accused is being represented by Ms. Velma Hylton Q.C. who applied for bail on his behalf. Bail was granted bail under the same conditions as in the previous instance, that is, $400,000 with 1-3 sureties. He has surrendered his travel documents and stop orders put in place at all ports of entry and exit. Williams is also to report to the Santa Cruz Police Station once per week. Background The Police reported that on Saturday December 29, 2012 approximately 10:00 pm a team from the St. Elizabeth Operational Support (OST), led by the accused along with two others was on mobile patrol in Top Hill, St. Elizabeth. Whilst patrolling, they reportedly came upon a dance and saw two men in the middle of the road fighting. Cpl. Williams who was driving the vehicle stopped, alighted and approach the men. While attempting to quell the fight, the accused reported that he was attacked with a knife; he subsequently pulled his firearm, discharged one round in the man’s direction and the deceased fell to the ground. The account of the police and witnesses did not accord and following the conclusion of the investigation, it was recommended that Cpl. Williams be charged with murder. He was arrested and charged by INDECOM Representatives on September 10, 2014.
